The Global Education Practice requires dedicated capacity to ensure effective planning and reporting in support of delivering on UNICEF’s new strategic plan 2026-2029 and the Education Strategy. This is especially important as UNICEF transitions into the new Centers of Excellence (COEs) business model. Among other things, the consultancy will contribute to ensuring that global education priorities are translated into clear results frameworks, robust monitoring systems, and high-quality reporting that demonstrates progress and impact. The consultant will work under the direct supervision of the Senior Advisor Education (Global Management and Programme Partnerships) and in close coordination with numerous colleagues across the COEs and other parts of the organization.
Under the supervision of the GBViE Specialist, the consultant will be responsible for the following areas of work (specific deliverables further outlined in the table below): 1. Support the development of additional content modules to be added on Laaha based on the request from country offices, partners and women and girls and quality control of existing content. 2. Support monitoring, evaluation and learning for Laaha. 3. Develop guidance through a consultative process on engagement with governments 4. Develop an addendum to GBViE Operational Guide on addressing TFGBV and how to safely incorporate technology into UNICEF-supported GBViE programming. 5. Develop draft brief focused on GBV risk mitigation in technology (in alignment with UNICEF’s existing work on GBV risk mitigation in other programmatic sectors). 6. Develop a facilitator’s guide on using Laaha in service delivery. The consultancy will be home-based with travel to emergency-affected contexts relevant to the above tasks, as feasible
The objective of engaging the consultant within the Programme Management Support Unit (PMSU) is to ensure the implementation of engineering and technical support activities related to the selection of sub-projects, contract execution under the Project, monitoring of the technical performance of contracts, and technical assessment of progress achieved by the final beneficiaries. The Consultant will support the PMSU Team in carrying out day-to-day operational activities related to the Project, in order to achieve its objectives. The Consultant will work in close coordination with the PMSU Head and other Consultants engaged or associated with the Project, and will ensure collaborative, systematic, efficient, and high-quality execution of engineering tasks.
The objectives of this assignment for the Monitoring and Evaluation (M&E) Consultant are to support sustainable and robust M&E practices for reporting on Project activities in accordance with the Financial Agreement, the EIB Procurement Guidance, and other applicable EIB and EU Directives as described in this Terms of Reference.
To provide technical support to the Ministry of Education and Science of Ukraine in developing a scientifically grounded, gender-responsive, and coherent framework for implementing career guidance in general secondary education through: 1) Conducting a comprehensive desk research on international best practice in school-based career guidance, systems with attention to elimination of gender-based stereotypes in career exploration and providing recommendations for Ukraine. 2) Reviewing and aligning Ukraine’s current legislative and regulatory documents with these practices, ensuring coherence with global standards.
Individual Consultants – Long Term Agreement for Services on: Social and Behaviour Change – Capacity Building Location: Global – Remote (some travel may be required)
This consultancy will provide critical support to an initiative to bridge the gap between the gender equality and Education in Emergencies & Protracted Crises (EiEPC) spaces at global and country level. This will be done by contributing gender in EiEPC expertise to UNGEI’s global platforms and advocacy, as well as to the Gender at the Centre Initiative (GCI), and by supporting UNGEI’s advisory roles in various fora. The Gender and EiEPC Consultant is primarily responsible for four streams of work: i) meaningfully integrate EiEPC in the platforms, forums and movements that UNGEI convenes and leads; ii) include a crisis and resilience lens into the GCI initiative, integrating a crisis component into its political and technical support to countries and strengthening the gender capacity of of EiEPC actors; iii) support the inception phase of the GPE Gender Technical Assistance Initiative in Pakistan and Jordan; and iv) support UNGEI’s advisory roles in various fora. The Gender and EiEPC Consultant will be supervised by the GCI Lead. They will work closely with the Programme Manager for Gender Transformative Education, UNGEI Advocacy and Communications Lead and other members of the UNGEI Secretariat, the UNICEF HQ EiE team and the GCI team at IIEP-UNESCO Dakar.
Under the supervision of the GBViE Specialist, the consultant will be responsible for the following areas of work: • Pilot integrated GBV-CP Primero Instance: Pilot an integrated GBV–CP Primero instance in one country with accompanying documentation and lessons-learnt. • Country-level Standard Operating Procedures Development: Support the development or revision of national SOPs on data sharing, role-based access, and confidentiality protocols. • Training and Capacity Building: Train local actors and NGO frontline workers on ethical data collection, consent, case classification, and safe referrals. • AI for GBV Trends Analysis: Provide technical support and develop guidance on the use of AI for GBV trends analysis to improve the quality of analytical briefs that inform protection programming and government decision-making. • Interagency GBVIMS Technical Support: Support GBVIMS and Primero/GBVIMS+ Ongoing Rollouts as part of the Interagency GBVIMS Technical Team. • System Administration: For existing rollouts of Primero/GBVIMS+ the Consultant will act as the System Administrator and provide level 1 troubleshooting support as needed. • Capacity Building on Primero/GBVIMS+: Provide capacity building on Primero/GBVIMS+ to end users, system administrators, and coordinators. • Support preparation of technical donor reports for GBVIMS+ activities, including development of case studies, impact metrics, and analytical briefs for key donors.
UNICEF has produced a Pandemic Influenza Planning Guide, which provides a structured approach to enhancing readiness at all organizational levels including Operating Procedures (OPs). Though based on pandemic influenza as an example of a respiratory pathogen, the Guide supports actions beyond respiratory emergencies and draws on UNICEF’s Operational Response Framework (ORF). Office of Emergency Programmes (EMOPS) in collaboration with Program Group (PG) and Supply Division (SD) seeks a qualified consultant to design, deliver, and facilitate a 2-part H5N1 simulation exercise (SIMEX) engaging UNICEF across all levels to improve readiness.
To document and synthesize lessons learned from UNICEF–World Bank partnerships in fragile and conflict-affected contexts (FCV), focusing on sustaining primary health care systems. The consultant will produce a learning document and agency-specific notes to guide future strategic, operational, and financial cooperation.
The vision of the UNICEF Sustainable WASH Innovation Hub (WASH Hub) is a global home for building, accelerating and scaling transformational climate resilient solutions for a WASH secure future of universal and equitable access to services, addressing the full ambition of the SDG6. The WASH Hub will source, pilot and scale transformational and frontier climate resilient solutions that respond to key programmatic challenges that, if solved, will unlock faster progress for a water secure future for children and young people. The More Water More Life (MWML) programme (2018–2025) introduced an innovative approach to deep groundwater exploration using remote sensing and overlay analysis to identify deep groundwater resources, producing groundwater suitability maps—offering a cost-effective and efficient way to enhance groundwater access in vulnerable areas. The Consultant will support the WASH Hub by defining, outlining the scaling pathway, approach and key considerations for taking the approach to ground water mapping further by supporting multi-country and multi-region scale of adoption where appropriate. The scaling pathway is a structured approach that outlines the steps, strategies, and choices for expanding a proven innovation so it can reach a larger population and achieve sustainable impact over time.
UNICEF Pacific is in search of a dedicated and proactive consultant. The consultancy is for a period of 200 days over 24 months and is a home-based consultancy assignment with a minimum of one visit each to Kiribati, Vanuatu and FSM for the entire duration of the assignment. The consultant will provide specialized technical expertise in assistive technology procurement, logistics, and supply chain systems playing a critical role in bridging gaps in Assistive Technology (AT) systems in three Pacific countries (Kiribati, Vanuatu and FSM). As well as ensuring the successful implementation of the ATscale programme and supporting PIC governments to achieve long-term sustainability and ownership of AT procurement and supply chain systems. Day-to-day monitoring and supervision of the consultant will be provided by the Procurement Services Specialist at the UNICEF Pacific Multi-Country Office, with overall guidance and supervision from the Chief of Health and Nutrition Unit. The consultant is expected to commence work on 15 January 2026.

To ensure timely and high-quality research support, the Unit regularly engages specialists with expertise in quantitative and mixed-methods research to contribute to research design, implementation, and data analysis and to provide expert technical services related to quantitative and mixed-methods research activities. Individual consultants on the Long-Term Agreement (LTA) may be called upon to provide services in one or several of the following four areas: (1) Research conceptualisation and design; (2) Implementation and oversight of data collection activities; (3) Data cleaning, analysis and write-up; (4) Dissemination and engagement.
